Steam cauliflower in a steam or saucepan until tender, roughly 10 minutes. If using a saucepan, fill with roughly an inch of water. Place half the cauliflower and Oven Roasted Garlic in a food processor and blend on high until smooth. Add remaining cauliflower, Oven Roasted Garlic, parmesan cheese, cream cheese, milk, salt, and pepper. Blend until smooth. Garnish with fresh chives.
